The Mtwara LNG Facility is being developed by Mtwara LNG Ltd, a strategic joint venture formed by Viability Gap Plc, N Gas Tanzania Ltd, GEFCO Invest (Norway), and expected participation from the Tanzania Ports Authority (TPA), Empresa Nacional de Hidrocarbonetos (ENH) of Mozambique, and the Tanzania Petroleum Development Corporation (TPDC). These partners share a unified vision to transform East Africa’s energy future through clean, sustainable natural gas infrastructure integrated with renewable technologies and industrial innovation.
The core mission of Mtwara LNG Ltd is to expand access to clean, affordable energy in Tanzania and across the East and Southern African region—including Kenya, Mozambique, Zambia, and the DRC—while supporting energy exports to international markets such as India and South Africa in later phases. The facility’s development will be underpinned by long-term feedstock agreements, regional integration strategies, and the creation of a world-class Eco-Industrial Park that supports inclusive industrial growth and energy transition.
Viability Gap Plc
Viability Gap Plc serves as the lead project developer, with deep expertise in structuring, financing, and delivering complex infrastructure projects across Africa.
- Project Development & Technical Oversight: Leading the lifecycle development of the Mtwara LNG facility, including design, permitting, construction, and commissioning.
- Innovative Financing & Investment Mobilization: Engaging DFIs, climate funds, and commercial investors using blended finance models.
- Equity & Intellectual Property: Providing capital and proprietary technologies, including LNG/CNG virtual pipeline models and digital monitoring systems.
- Strategic Agreements: Leading the negotiation of Joint Venture Agreements and offtake contracts.
- 10-Year Strategic Masterplan: Aligning phased expansion with Tanzania’s Vision 2025 and regional integration goals.
N Gas Tanzania Ltd
N Gas brings deep operational and technical experience in Tanzania’s gas value chain.
- Feedstock Supply: Coordinating with TPDC on upstream gas extraction from fields like Mnazi Bay and Ntoya.
- Processing & Logistics: Managing gas pre-treatment and pipeline logistics from Madimba to Msangamkuu.
- Operations & Maintenance: Leading O&M planning for the LNG facility.
- Expansion Planning: Supporting downstream gas corridors into Zambia, Kenya, and the DRC.
Empresa Nacional de Hidrocarbonetos (ENH)
ENH, Mozambique’s national oil company, plays a vital role in regional integration and long-term LNG scalability.
- Feedstock Cooperation: Bringing access to Mozambique’s Area 1 offshore reserves for future expansion.
- Cross-Border Integration: Facilitating shared gas infrastructure and Rovuma Basin resource optimization.
- Policy Alignment: Ensuring synergy with Mozambique’s gas masterplan.

Tanzania Ports Authority (TPA)
TPA is expected to enable logistics integration and coastal infrastructure development.

- Port Expansion: Positioning Mtwara Port as a regional industrial hub.

Tanzania Petroleum Development Corporation (TPDC)
TPDC, as Tanzania’s national oil company, is expected to plays a foundational role in upstream assurance, policy alignment, and national interest protection.
- Upstream Resource Stewardship: Ensuring long-term availability and allocation of Tanzanian gas reserves, particularly from Mnazi Bay and other licensed blocks, to feed the LNG facility.
- Policy and Regulatory Interface: Supporting compliance with national gas policies, PSA frameworks, and EWURA regulations.
- Strategic Investment Role: Expected to take equity in Mtwara LNG Ltd to safeguard public interest and strengthen local participation.
- Local Content and Capacity Building: Promoting Tanzanian workforce development, enterprise inclusion, and technology transfer as part of the project’s socio-economic impact strategy.
- Domestic Market Obligation (DMO) Assurance: Ensuring part of the gas processed serves local power, industrial, and residential needs in line with national priorities.
GEFCO Invest (Norway)
GEFCO contributes technical leadership and international sustainability standards.
- Technology Transfer: Delivering advanced cryogenic and regasification systems.
